AD 1. Aerodrome/Heliport Availability
AD 1.1 AERODROME/HELIPORT AVAILABILITY AND CONDITIONS OF USE
1.1.1. GENERAL CONDITIONS UNDER WHICH AERODROMES/HELIPORTS AND ASSOCIATED FACILITIES ARE AVAILABLE FOR USE
The AD part of AIP-SYRIA contains information on aerodromes in Syria which are available for use by civil aircraft whether engaged in international or domestic operations. Such aerodromes are classified and tabulated in three categories, which primarily cover the description of those aerodromes designated as aerodromes of entry or departure.
These descriptions relate only to the use of the aerodrome and the clearance formalities involved. Details of physical characteristics of aerodromes available for international commercial air transport operations contain physical characteristics of other aerodromes opened for public use without discrimination
All of these aerodromes are, unless otherwise stated, owned, supervised, maintained and operated by the GACA (See GEN 1.1-1 for postal telegraphic addresses). Except in cases of emergency, civil aircraft are only permitted to use those aerodromes which are available for use
by International Commercial air transport. Other aerodromes may be used after obtaining permission from the GACA.
a) If a possibility exists that an aircraft may arrive at an aerodrome outside its normal operational hours, arrangements should be made with Damascus ACC that the aerodrome will remain open at the time of its proposed arrival.
b) It is to be noted that fuel and oil are not available at some domestic aerodromes.

1.1.3. CIVIL USE OF MILITARY AIR BASES3.1 General
Civil aircraft are not permitted to land at any aerodrome not listed in this AIP except in cases of a real emergency or where special permission has been granted.

1.1.6. OTHER INFORMATION
1. Conditions of Use
Syrian aerodromes open to international civil aviation are subject to the following conditions:
- All international flights must obtain a prior overflight/landing permit from GACA
- Scheduled airline operations require a valid Air Operator Certificate and traffic rights
- General aviation flights require advance coordination with GACA
- Military aerodromes are not available for civil use unless specific arrangements are made through GACA
2. Heliports
There are no designated civil heliports in the Syrian Arab Republic at this time.
3. Aerodrome Certification
All international aerodromes listed are certified by GACA in accordance with ICAO Annex 14 standards. Certification covers aerodrome physical characteristics, visual aids, rescue and firefighting services, and obstacle limitation surfaces.
